Serbia: Schoenherr advises Alstom on Belgrade Metro Line 1 Project

Moravčević Vojnović and Partners in cooperation with Schoenherr advised Alstom Transport S.A. ("Alstom"), a global leader in transport systems, on the negotiation and signing of the contract for the design and construction of the transport system for Line 1, Phase 1 of the Belgrade Metro project.

The contract was signed on 19 December 2025 with the Ministry of Construction, Transport and Infrastructure of the Republic of Serbia, the Public Enterprise "Belgrade Metro and Train" and the City of Belgrade Secretariat for Public Transport. It covers the preparation of project and technical documentation, the procurement, installation, testing and commissioning of the transport system for Phase 1 of Line 1, as well as the procurement of 32 metro train sets for the entire line. The contract is reported to be valued at approximately EUR 1bln.


In parallel, a financial protocol was signed between the Governments of Serbia and France, providing for a EUR 150m loan from the French Treasury for Phase 1 of the Belgrade Metro project, with construction works to be carried out by PowerChina.


These agreements represent a major milestone in the implementation of the first line of the Belgrade Metro project, marking a landmark infrastructure development for the City of Belgrade and the Republic of Serbia. The project is of strategic importance for the modernisation of urban transport, the improvement of mobility and quality of life for citizens, and the sustainable development of the capital. At the national level, the Belgrade Metro constitutes one of the most significant public infrastructure investments to date, reflecting Serbia's long-term commitment to strengthening transport infrastructure and aligning with modern European urban transport standards.
